Smaller voltage regulators

I am working on my spud gun. There is a thread on it here - http://www.spudfiles.com/forums/help...on-t17335.html (pics start second page)

I have two things to power. There is a fan which runs best on 12v and a stun gun that runs on 9v. I want to use one of my old 8 cell nimh packs to power it.

I want to get a couple voltage regulators to supply everything with the right voltage. I know a voltage regulator will decrase voltage, but will it also amplify it?

I have been looking at some regulators here - http://www.eidusa.com/Electronics_Voltage_Regulator.htm
The way I am interpreting it is that a +9v reglator will increase voltage to 9v. A -6v regulator will decrease voltage to 6v. Do I have it right?

I also need to know if I'll need any capacitors or resistors or anything fancy like that. I don't know much about this... I'm a NOOB.

Just take taps off of the battery at the desired voltages...
