1.2v is the nominal voltage of NiMH cells, but will drop to 1v or lower if the motor is demanding lots of current (~100A). On a fresh charge, they will be around 1.4v, but quickly drop to ~1.2v. Matched and zapped cells can maintain a better voltage under extreme loads, but still expect ~1v.
