Yeah, you can go for a 1512 for sure... you want to hit 40,000rpm at least to bring out the power on it, I agree.
My setup hits ~39,000rpm, and it probably has the power of an 7XL on 4s lipo, although, less powerful than a 7XL on 5s2p A123.
