If they want to put some limits that really mean something, they should do it on a watt basis, which would allow for a lot more lattitude, but still keep everyone to the same power level. Aim for a 1,500w limit and call it good.

Also, what's up with limiting to LiPo only? What about folks who want to (shudder) run NiMH, or A123's? I'd want to run A123's on mine (albeit 6S) to trim my weight down some for racing.

I can say that it is a start. That's the hardest part. The rules will precipitate discussions (like these) which will hopefully move them in a positive direction.
Point well made sleebus.jones. I didn't make my statement clear, but I like the fact that I consume less AMPs with the higher voltage. I think the watts might be tough to do, as I can use my 6S 2200mAh (25C(55A)Continuous, 30C(66A)Sustain, 50C(110A)Max Bursts) packs that has the potential to put out around 2000W. What would work is to keep the RPMs at bellow 40K and the options for motor will be wide open. I have run my 2200mAh packs for 23 minutes with no problems at all. Good thing about them is the fact they weigh only 193g each.
