Dabid, we already talked about this a while ago. Serum's right. If the air is blown on an object, you have more actual contact between air and surface. Thus the heat exchange is better.
If you suck air over it, the air will find the route with the least resistance. Which is not directly ON the surface. (in fact, theoretically, the air molecules that sit on the surface would not move at all)
