I think the power plant would be the easy bit.

You'd just need low enough weight and drag and high enough gearing to hit 90mph in a reasonable distance.

The problem will be aerodynamic stability.I'd certainly use 1/8th nitro on road and convert it to brushless.The reason they are stable at these speeds is they have sports prototype style bodies and therefore the stability and low enough drag to reach high speeds.

If you want it to look like a rally car it'll have to end up looking like more of a hillclimb car rather than a WRC (Think Pikes peak,the air is thin up there so the wings are huge).The aerodynamics will be a challenge unless you stick to 1/8th on road bodies.Remember drag increases as the square of speed and so does lift.
