25k RPM is a bit much, I think. Being 10 poles, that can work an ESC pretty hard at that RPM. With the same size motor, how about the Scorpion 3026 1210kv?
It would spin up to about 22k RPM, and with a 18-19t pinion would hit the same speed (~42mph).
