The higher the number, the higher the Kv. yes... but torque is not determined by the Kv. (the torque constant is; ex. oz-in./amp), all the XL motors have the same Peak torque. Then, however high of voltage you use, determines the max rpm, and thus the torque band (torque goes down linearly in the rpm range).
