You need to contact Paypal directly to find out what is going on and sooner than later. I've read a lot of nightmare stories about PP doing funny stuff with accounts. If its a mistake on their pasrt, I think they'll handle it and get it straightened out - just do it now, don't let it drag on!!
This is the reason I never let money sit in my PP account. There is a lot less PP can do to you if you keep that acct balance at zero.
