Its the motor, at nominal voltage of 11.1v the 6900 at wot would be turning 76,590rpm. Freshly charged to 4.2v/cell, that 12.6v would turn the motor at 86,940rpm. I don't know what rpm they're rated for, think I've seen 60,000 so doubt they'll take those kind of rpm for very long.
