If you're using the KB-45 in a power drill, I'm guessing it is way undergeared (over-revving). Obviously power drills are designed with brushed motors, which are typically much lower powered than a brushless motor of the same size.
If the motor were to hit 30,175 RPM, it should give 12.33lb of thrust as noted on the last link I posted. Thrust should be proportional to RPM.
