I don't know how you can say this. And I have to disagree with you on this as well.

Usually, pole count is determined by rotor diameter, not by voltage. Voltage doesn't really enter into the equations at all -- you can always change windings to make up for pole count difference (for example, a 2 turn 2 pole is the same torque as a 1 turn 4 pole...)
