Check all the connections well, a poor connection can cause cogging. I also found that poor batteries can cause it too. I have seen with my lehner motors, that low timing and low start power can cause a little cogging at low throttle. I run all my Lehners at 15 degree timing and high start power. Neus I have had no problems with timing, but start power can make a difference.
