You need a small EZ out or extractor bit to get the screw out. No loctite makes it a much easier task, too!
It won't be terribly easy, though, because it is so small in diameter.
My guess is the "no loctite" caused the screw to break in the first place, actually! If the screw backed out while you were running, I could see it breaking pretty easy from an impact.
