I agree. Running 2s and using a BEC or something would be better than trying to step-up the voltage. Stepping up voltage will increase the input current (it's a "power transfer") so runtime would be less than 4 NiMH cells at the same capacity.
Either way, you'd have to use some type of LVC unless the step up or step down voltage followed the battery voltage and could set an alarm. This could be done with a switching circuit that did not actually regulate.
