Something 40series sounds like what you want- wide and reasonably tall, though I personally find them still too small for my personal tastes, hence my jumbo clawdawg fetish...
Ballooning will occur with any tyre at the speeds you're set up for, so taping the inside of the tyres with a couple strips of duct tape/ gaffer tape is the only real solution at present. Bead locks help keep the tyre on the rim, but the success rate varies depending on the rim and tyre in use- glue it and beadlock rims would be preferable I suppose, but I always take a bottle of the quick setting CA glue with me when I bash.
23mm hexes would seem the logical best choice to prevent the hexes rounding out as its the largest size, just means you have to buy adaptors from Proline or who ever else makes them, and choose rims to match your hex and tyres.
I would suggest looking at the application and compatibility guides on the proline site to see which tyres work with which rims, too many options for my liking which just leads to confusion.
