I'd say it's going to be much more expensive to put it together from other parts than to buy the SCX10 kit itself.

If you want to waterproof it, there are a bunch of threads over on rccrawler.com with tips and tricks for the electronics. You may also want to look into the waterproof electronics from a Traxxas vehicle. You should be able to pick them up pretty cheap on eBay.
