well, first I wouldn't say it's stolen. secondly, seeing that it is much faster, you know that there is a faster alternative for internet(unless that network belongs to a school or company where they use fiber...) I would call your ISP, and piss and moan that it is too slow. I've done that with verizon and they would set a higher download cap for our line. Just be prepared to argue for a couple hours, and prepare yourself with answers for all the questions tech support will ask before hand. and say you have a desktop computer, brand new, wired straight to the modem. no router(no excuses!). If they really don't have anything to offer for free or at the same price you are paying. if not, take your speed, multiply it by 7, go to the other ISPs, say my ISP is offering me x speed for the price you are paying, and say that you hate their customer service, so you wanna switch
