I wonder if using a silicione gun could be an idea,obviously making sure not to get it inside the motor.I think it'd be hard to seal it well with tape.Flat head or button head screws would be good for the unused mount holes if you have room,if not maybe a blob of sealant/silicone.

I don't usually put a flat on the shaft either,doesn't usually seem necessary.
