Overseas is always a risk. Every once in a while, I ship a higher-price item like a motor, ESC, etc and am hesitant to do so. The buyer usually has me mark the package as a "gift" with a value of $25 or less to avoid exhorbitant customs fees, but since that would mean the most that could be reimbursed (because of loss) is $25, I always make sure the other party understands that once I get a tracking number/receipt, it's out of my hands. Sucks for the buyer though as they are out their money and the product.
It could simply be stuck in customs or whatever you have over there? Is there a receiving office for shipments that you could contact?
I suppose you could open a dispute with PP, but that would just punish the seller for something that happened during shipping.
