Yes, the servictester is for throttle, but that is only if you are using rc electronics. It depends on what controller you are using for throttle control.

Also, an electric go kart will weigh a lot. My mini bike weighs over 40 pounds. Unless you use lithiums, expect 75-150+ pounds.
