The electric bike will be easier. You might be able to use the throttle if you go with off the shelf non-rc parts and it will come with half-ok batteries and a place to put them. It probably wont be done for you, but it will be easier to mount the motor.

If you use use rc stuff you'll be limited to pots and servo testers along with a few throttles priced around $50. There's a turnigy servo tester that uses a 5k pot, so the magura 5k throttle will work.
