I should have said it differently. In problem solving, you need to break things down to their smaller components. So once you remove the bumper, the primary function of the bumper support is to retain the hinge pins. How would you retain those pins if the bumper supports werent there....mount a plate somehow? Gotta be some way to do it.
One thing about it, those bumper supports absorb a LOT of energy. So what ever the answer is, its gonna have to provide that same absorbing quality, or take that load somewhere else.

I like your style, the hinge pins falling out is almost an issue in itself. As much as I hate e-clips, I hate the pins falling out more. Maybe an easy solution would be to score the pin itself and put an e-clip on there. To be honest, I am too lazy right now to open my door and walk the 5 feet to see if this would work on the savage.
