You can get it at any autoparts store it's Berryman B12 Chem tool. Make sure to use safety glasses, and turn the needles all the way in (lightly seated). Take notes of what the settings are now by counting the number of turns each, and pics always help if you are not familiar. It could be something as simple as a cracked fuel line (you can get new fuel line at Home Depot), or just a little gunk in the carb and the cleaner will usually get it out. Spray into all passages you can see using the little tube and be careful because it can shoot off and spray you in the face. If that doesn’t get it then you will have to rebuild the carb, if you are lucky you might be able to reuse the gaskets. If not then parts for most carbs are pretty easy to get.
