Actually, if he doesn't change the gearing at all, current will be reduced by about half. Halving the voltage on the same resistance (mechanical and electrical load) will halve the current. But yes, it will be much slower. However, if he gears up to compensate for the lower speed, then yes, the current will go up a lot.
