Packs preheated are crazy punchy and shouldn't puff due to low temp because they can't really cool back off as long as they start warm. While I agree with your overall theory, the last sentence is double speak - either they have no insulating qualities, or they do. If they dont insulate, then they also cant contribute to overheating (it all boils down to R value).
