ESC's only see 0-100 so 150% will do nothing for speed. EPA is for servos and really should always be set at 100% for ESC's.

Speed is determined by these factors:

Motor KV vs Voltage
Gearing
Tire Size and Ballooning
Wind Resistance
Total Power Output (watts)

The only thing on your TX that determines speed is the trigger.
