Sounds like you are confusing things a little. Yes, to convert milli to a whole number, you move the decimal left 3 places. So, if a battery is rated 3300mAh, it's the same as saying 3.3Ah.

Watt-hours is different than the normal way most batteries are rated, which is in amp-hours. Power (watts) is volts X amps. Watt-hours=volts*amp-hours. So, if that battery is 3.7v, 3.4Wh means the capacity is 0.92Ah (920mAh); 3.4Wh/3.7v=0.92Ah. Charging that over 8 hours would require a current setting of ~120mA (0.12A).
