Does your charger measure internal resistance of the pack? Judging by your description of the single cell being at a higher voltage and then discharging below the rest that would indicate that the internal resistance of that cell would be higher than the rest. Also another indication is that the charge time is short. If that is the case there is not really much you can do about it. If you can charge the cells individually and see what you get and report back.
