OK, I do remember something from a while back that I have been doing that has helped my skin, might work for you.
A few years back i got poison sumac really bad and ended up having to go to a dermatologist. While I was there I mentioned that in the winter the skin under my eyebrows, mustache and goatee would dry out really bad and get red and sore with some skin flaking. The dermatologist told me to wash my face with head and shoulders once a day or so and that should help. Well I did not remember till last year and gave it a try. It really helped, no more irritated skin under the facial hair. Maybe give that a try on your face and neck in the shower before you shave. I let it sit in my hair and facial hair for a few mins while I scrub down, then rinse it out. I usually do this every other day, and use normal shampoo on the other days.
I had tried all kinds of cremes and medicated stuff to no avail, but the head and shoulders did the trick. The zinc in the shampoo is good for psoriasis, from what I have heard, so maybe it will help sensitive skin too?
