For a nitro vehicle if you wanted to run a 7.4v servo you can just use a 2s lipo receiver pack, since on a nitro you need a receiver pack anyway. On an electric you already have the main battery as a voltage source, so it makes the moist sense to use a BEC to step the voltage down to a level that servos can handle. Technically I guess you could use a 2s lipo receiver pack on an electric, but it really wouldn't make any sense to do so.
Many people are fine with just using a servo at the 5v that their internal BEC on the ESC provides, but if you want to run HV servos at 7.4v you'll need an external BEC. Another advantage is that external BECs are for the most part capable of handling more current, so you can feed these new HV high torque servos the current they want.
