Could be the time of day usually, or it could be some setting on the router thats throttling your desktops download/ upload speed- make sure the laptop is turned off when you test the PC and viceversa.

Interesting thing is that it is recommended a server in madchester ( not a typo...
) , where as my home PC is directed via Reading. Curious, think its because its done via a Sodeho proxy server ( company intranet bollocks, blocks all the good sites, and now the proxy browsers too
).
EDIT: Ah, Im on BT at home, but work is Cable & Wireless ISP. That makes sense...
