He is wanting to limit suspension travel...
You need to take the shock apart and just add a bit of fuel tubing around the shaft inside the shock body below the piston. The longer the piece if tube the lower the ride height will be when car is LIFTED OFF THE GROUND. Soft springs do nothing when the wheels are off the ground....
This will not let the piston go all the way down to the bottom of the shock body and will "limit the suspension travel".
EDIT Fuel tube is cheap. Replace if needed when oil is changed.... but also flexible and wont hurt pistons,
