A lower pinion and/or better batteries will help. You need to either lower the required start-up current, or give the motor what it wants with the gearing it has now.

What is it geared for right now? Assuming the motor can get what it needs from the batteries, I think gearing for 50mph or less would be a good place to start with all the torque it has.
