Because these newer Hyperion chargers are fairly high-power, and it would be tough to make them with a big PSU built-in (size-wise and cost-wise). If you look at most AC/DC chargers they are the little 50W ones.
With a separate PSU you can use it with multiple chargers, and keep it if you get a new charger. Also if something goes wrong with the charger you still have a working PSU, where if they are together in one unit then it's rendered useless.
