The funny part is I live in a nice neighborhood where this stuff doesnt happen as much. I grew up in a place like that. I would move. There are far better places to live. I vowed many years ago that I would never put my family under that kind of stress living in a shitty place. Too many options out there for that crap. Sorry, just my 2cents.
