When the motor isn't spinning fast, or you brake gently, it will still slow the vehicle down but there isn't enough induced voltage to overcome the reduced braking efficiency and exceed the battery voltage, so no "charging" occurs. I believe you are right Brian. Now what happens when the ABS brake mode is used in say my Quark SSB. The car just slows down, but the tires never lock up.
