I'm still not at my computer (on a trip) but have you looked at the UE SS guide? I think at full compression no oil to supposed to come out with the cap off. One other thing, fluids like this have a tension on its surface that flows up the sides of any container, I forget the proper terms and because of this even something with low vececosity like water can be filled higher than the lip of its container. Also fluid is uncompressable so not enough is better than too much.
