When it was featured on Tuned they were registered as Lotus Elises making them tuner cars despite only the gauges steering and doors still being stock Lotus, if they have gone through the type approval process since then and they are being registered as Henessy Venoms now, then it is a new car being produced despite it using some Lotus parts, just as Aston Martin use some Ford parts, Lamborghini use some VW parts, and Zonda probably use some UFO parts. The volume of its production does not effect its being classed as a production vehicle or not.
