The fan should turn on even with nothing attached. If not, one or more of the main voltage rails (3.3v, 5v, 12v) may need to be loaded with about 1/2A. It's hard to say which one(s) need to be loaded without simple trial and error. Or, the PS could simply be bad.
As far as hazardous voltages; technically, one should not dig around in there, especially when it is ON, since the PS rectifies and filters straight 120v AC, which turns out to be ~169v DC. So, leave the large capacitors alone ( although most circuits discharge them slowly when the PS is off).
