I think he means drill two holes in the wheel so you can reach the pillowball screws to adjust the wheels camber, without having to remove the wheel. (Camber is the vertical angle of the wheel relative to the ground, most people run 1-3 degrees negative camber (wheel top pointing slightly inwards)).
