Here is my opinion....Go with the Quark 125B and a Neu 1515 on 4S LiPo. With the Quark, you don't need a LVC. Also, get a UBEC no matter what. It will make your esc run cooler and smoother as well. If you don't want a Neu, get a Feigao C XL or Wanderer XL. I would choose the Feigao because it has a built in heatsink and I just plain don't like blue :p.

By the way, as far as rims/tires/servo, go with Crime Fighter MT tires or Bowtie MTR tires with zero offset 23mm rims with Dace adapters and a Hitec 5955. I don't think it gets better than the Hitec servos.
