It's a ferrite bead and is meant to block induced interference.

I've had mine off ever since I got the Quark with no negative effects. However, you must make sure your receiver wire is away from any high current source or you may get glitching as Squee said.

To remove it, you'll have to take off the throttle connector. Just use a pin or something to slide each wire out of the connector.After you remove the ferrite bead, put the connector back on; just be sure it's on right. :)
