That is something you put on the motor before you run it, but not during the run. For one thing, it looks heavy. And for another, it uses a peltier junction device to lower the temps to below ambient. These are used in those cheap mini fridges you see for campers and such and works by current passing through it makes one side cold and the other hot. And since it consumes 4A @ 12v, it would reduce runtime considerably if you ran it off batteries.
