Just a guess: searching requires a lot of resources from the server. If a lot of people were searching then the server could slow down significantly. That waiting period decreases the load on the server, so it can always run at its optimum speed.

The myracle of databases knows how to handle this quickly and efficiently. Don't worry the server won't melt that easily. It's when the bots start doing a million searches per minute that the server melts.
