Is it ok to run a123s with no low voltage cut off as long as the cells are balanced right

Yeah, as long as you stop as soon as they show signs that the end of the cycle is near. From what I understand, it is quite noticeable.

I don't use any low cutoff on mine. The drop in power is near instant.

No real cutoff here either. Just don't try to drive it back to you when they dump, go and get it.
