They do, it's called a switching power supply. A123Racing had something like that where you dial in a boost in voltage. There are problems with that approach though; switchers are "power transfers". For a given power level, increasing the voltage on the output by 2 will increase the current drawn from the batteries by 2 (not even counting losses due to switching efficiency. Then, this type of thing would need a very large coil, particularly on the input to effectively pass that level of current.
