1. The ICE can charge A123s, it just can't properly terminate the charge on its own. You can get a LipoDapter that will terminate the charge for you, or you can do it manually.
2. You could charge the 4600mah pack at 50amps if you had the right charger.
3. The ICE can't put out enough current to charge a 4600mah pack in 15mins (it would take more than 15amps...)
4. You could use a standard balancer, but I'm not sure if the balancer connectors will line up (I'd guess they won't).
5. The use of a balancer with these batteries is somewhat undecided. A balancer helps, but it's not really necessary since these cells are quite tolerant to overcharge. Using a balancer could increase the life of the cells, though.
6. These batteries are safe, period. A balancer won't really make them any safer, but it could make them last longer (more cycles).
7. At the full 8amps on the ICE, a 2s 4600 would take about 35-40mins.
You could charge up to 5s A123 on the ICE if you run the ICE in NiMh mode, and either manually terminate the charge or have the LipoDapter end the charge automatically.
