Lithium Polymer cells have such high discharge rates because they have such a large anode and cathode surface area.
The amount of this surface area (and the overall electrilyte chemistry) determines the "C" rating for maximum discharge rate.
Alot of the lower end cells, such as for cell phone use, have "C" ratings around 5C or may even be as low as 2C.
If these are 2C cells, for 5S2P, the maximum Continous Discharge Rate of the Pack will be 14.5 amps.
Hardly good enough for RC, but you could make one heck of a pack for........ummmmm a camping lantern?
