Provided power to the fan was cut at the same time the mechanical brakes were applied, that should slow the car down pretty quickly. I would have thought quicker than with a normal motor & gear driven car since there isnt the need to slow any rotating mass of the the motor/transmission down before the brakes kick in. If you had a strong enough brake you could lock up the rear wheels and skid the car to a stop rather quickly I'd have thought- useful for emergency stops...
